On it's way to join the Romulan relief effort, the USS Excalibur receives a distress call from a yet unknown Romulan colony on the edge of the neutral zone. Instructed by starfleet to provide assistance the crew is also tasked by investigating the colony as it may very well be an illegal Romulan listening station.
