Casablanca has been aloft for over a year now and the League Hall has been completed but the League’s charter has not. The founder of Casablanca, Minerva Rathbone, has invited leading diplomats and luminaries from around the world to celebrate the dedication of the League Hall. She plans to use the occasion to force the attending diplomats to finish work on the League Charter. Many other, less diplomatic, power players will be in attendance. They will use the occasion to further their own agendas. The currents of power and intrigue run fast and deep on the floating city. There will also likely be a chocolate fountain.
