Viceroy Alexieff, commander of Port Arthur, had finally had enough. Frustrated by the inactivity of the Russian fleet stationed there, Alexieff appealed to Tsar Nicholas himself to "encourage" some action from the fleet. Faced with an Imperial edict, the fleet, under the command of Admiral Vitgeft, steamed out of Port Arthur to meet the waiting Japanese fleet, under the command of Admiral Togo.
